NOTICE FOR SUPPLEMENTAL/CORRECTED TAX BILL New tax statements being mailed this week The Carter County Commissioners attempted to keep property taxes down by only levying the amount of mills the Department of Revenue calculated as necessary to satisfy the State School Equalization Levy requirement. Governor Gianforte challenged the property tax reduction and requested that the counties levy extra mills to generate additional revenue from property taxpayers. The matter was taken before the Montana Supreme Court. The resulting Court Order sided with the Governor and instructed the Counties to comply. We are now required to levy the maximum mills instead of the what was originally calculated by the Department of Revenue. An additional 17.1 mills is being collected and distributed as follows: - 7.1 mills for State Equalization Aid - 6.0 mills for County Elementary Equalization - 4.0 mills for High School Equalization For further clarification, please contact: Governor’s Office @ 406-444-3111 or Department of Revenue @ 406-444-6900 or [email protected] Please remember that the Carter County Treasurer's Office, Carter County Commissioners and the local Department of Revenue employees did not play a role in this decision and the work they do is centered on complying with this Court Order and laws passed by the Legislature. The Montana Supreme Court determined that the Department of Revenue (DOR) has the authority to direct counties to levy above the current mill levy calculation limitation each year if reserved mills are determined to be available. The DOR has verified that the school equalization mills—under the statutory limitations that adjust mills down when taxable values increase—are reduced from 95 mills to 77.9 mills for this tax year. However, the DOR, under the direction of the Governor’s Budget Office and Governor Gianforte, is directing the County to levy extra mills they hold in reserve to generate additional revenue from property taxpayers in Montana. The Supreme Court ordered counties to comply; therefore, your second half taxes will necessarily be increased to comply with the request from the DOR as directed by the Governor and the Order from the Montana Supreme Court. SECTION 00100 INVITATION TO BID Separate sealed bids for construction of the Town of Ekalaka’s Water System Improvements will be received and accepted via the online electronic bid service through QuestCDN vBid online bidding until 3:00 PM local time on April 17, 2024 and then publicly opened and read aloud. The project consists of five schedules of water main replacement. • Schedule 1 consists of replacement of approximately 2,630 linear feet of open trench installation of water main and water services, as well as the installation of valves and fire hydrants, and horizontal directional drilling of approximately 330 linear feet under Russell Creek. • Schedule 2 consists of replacement of approximately 765 linear feet of open trench installation of water main and water services, as well as the installation of valves and fire hydrants. • Schedule 3 consists of replacement of approximately 665 linear feet of open trench installation of water main and water services, as well as the installation of valves and fire hydrants, and horizontal directional drilling of approximately 210 linear feet under a ditch. • Schedule 4 consists of replacement of approximately 300 linear feet of open trench installation of water main and water services, as well as the installation of valves and fire hydrants, and horizontal directional drilling of approximately 280 linear feet under Russell Creek. • Schedule 5 consists of replacement of approximately 830 linear feet of open trench installation of water main and water services, as well as the installation of valves and fire hydrants. Interested Contractors are encouraged to attend. Contractor and any of the Contractor’s Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by State Prevailing Wages. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the Town of Ekalaka, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. This project is funded in part or in whole with grant/loan funding from the American Rescue Plan Act (ARPA), Montana Coal Endowment Program (MCEP), and the Department of Natural Resources and Conservation (DNRC). Award of the project will be contingent upon receiving funding and award concurrence from ARPA, MCEP, and DRNC. Bids may only be withdrawn as provided in Section 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner. All questions about the meaning or intent of the Contract Documents are to be submitted in writing to and must be received by Great West Engineering no later than seven calendar days prior to the bid opening. Questions received after this date will not be answered. Oral questions will only be accepted at the Pre-Bid conference.
