    Youth baseball and softball sign-ups for Baker programs will take place on Monday, April 1 and Wednesday, April 3 this year. Parents and children can sign-up at the Longfellow school gym from 5 to 7 p.m. on both days.     Hello, If you are in any agriculture business, you have been engrossed following the devastation from the storm 10 days ago. From south central North Dakota, on through South Dakota, Nebraska, Iowa, and Missouri, the losses have been devastating. The worst has to be in Nebraska. Dams broke, bridges washed out, roads wiped out, fences gone, stored grains lost, and to me, the livestock losses had to be devastating.     Dahl Memorial Healthcare Association's Annual Health Fair blood draw is scheduled for April 16, 17 and 18 from 6 a.m. to 10 a.m. at Carter County Events Center.     An amendment attached to House Bill 2 (the state’s budget bill) provides the legislature the opportunity to reduce local government revenues and divert them to the Office of Public Defender (OPD). OPD is a state agency that has nearly doubled in size since the legislature assumed the program from Montana counties.     A March thaw following the third coldest February on record in the area has resulted in excessive runoff again this year. Rivers and creeks were pushed beyond their banks starting last week and continuing this week. Though not as severe as 2011 for many, creeks washed over county roads in multiple locations.
