Schmid appointed to Montana League of Cities and Towns

Kitty Schmid, Clerk-Treasurer for the Town of Ekalaka, was recently appointed to the Montana League of Cities and Towns by the association's president, Rick Norby of Sidney.

The Montana League of Cities and Towns is an incorporated, nonpartisan, nonprofit association of 127 Montana municipalities. Organized under a constitution originally adopted in 1931, the League has as its sole purpose the cooperative improvement of municipal government in Montana. It acts as a clearinghouse through which the municipalities cooperate for their mutual benefit.

Schmid has been working in her position with the town since September of 2017. She was appointed to the League in June after another director retired from the position.

Major policies are determined by vote of the delegates at an annual conference, implemented by an 18 member governing body and elected and appointed among the city and town delegates. The League serves as an advisory body in contacts between municipal officials and state and federal governments. By cooperating through the League the municipalities provide for themselves a research program and a legislative voice which would be impossible for any of them individually.


The League is comprised of twelve districts. District 12 includes Baker, Broadus, Colstrip, Ekalaka, Forsyth, Hysham, Ismay, Jordan, Miles City, Plevna and Terry.

Current officers of the Montana League of Cities and Towns include: President Rick Norby, Mayor, Sidney; First Vice President Kari Gabriel, Councilperson, Kalispell; Second Vice President Heather Harp, Councilperson, Missoula; Third Vice President Joe Purcell, Mayor, Hardin; Secretary-Treasurer; Agnes Fowler, Finance Director, Conrad; Immediate Past President; Sandra Jones, Mayor, Roundup.

Directors are: District 1 – Doug Russell, City Manager, Kalispell; District 2 – Tim Solomon, Mayor, Havre; District 3 – Kelly Thiel, City Clerk, Plentywood; District 4 – Kevin Dorwart, Finance Director, Glendive; District 5 – Nikki Brummond, Finance Director, Lewistown; District 6 – Mary Sheehy Moe, Commissioner, Great Falls; District 7 – James Schell, Mayor, East Helena; District 8 – John Engen, Mayor, Missoula; District 9 – J.P. Gallagher, Chief Executive, Butte-Silver Bow; District 10 – Ted Barkley, City Manager, Belgrade; District 11 – Bill Cole, Mayor, Billings; District 12 – Kitty Schmid, Clerk-Treasurer, Ekalaka.

The Montana League of Cities and Town meets quarterly in Helena.
