CARTER COUNTY COMMISSION PROCEEDINGS

The Board of Carter County Commissioners met in regular session on Monday, January 3, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.

The meeting was called to order at 9 a.m.

There was no public comment

The Commission received correspondence from Dahl Memorial CEO Ryan Tooke with a report from the commissioning agent for the new hospital heating system, Kyle Hertenstein. They also received word that TC Glass and the automatic door technician will be on site today to correct issues with the windows and doors.

DES Coordinator Georgia Bruski joined the meeting where the Commission reviewed the Pre-mitigation Plan. The draft copy will be sent to FEMA and The State of Montana for approval. It will then be approved by the Carter County Commissioners. Commissioner Rosencranz requested several corrections, which Georgia noted.

The commission discussed structural plans for the old hospital building.

Jim MacKay Ekalaka Town Council, joined the meeting. The Town will purchase approximately 120 yards of gravel from Wyrick Construction, to use on Park Street. Jimmy estimated that the Town would not need all 120 yards and offered what the Town doesn’t use to the County for the Hospital parking area.

2022 Board of Commission Nominations. Commissioner Tauck nominated Commissioner Rosencranz for Chairman of the Board. Commissioner Rosencranz nominated Commissioner Tauck for Chairman.

Commissioners Watkins and Tauck voted in favor of Commissioner Rosencranz for Chairman. Commissioner Rosencranz voted against. There was no public comment and the nomination carried. Commissioner Tauck received one vote for Chairman.

Commissioner Watkins nominated Commissioner Tauck for Vice Chair. Commissioners Rosencranz and Watkins voted in favor of Tauck for Vice Chairman. There was no public comment and the nomination carried.

Commissioner Watkins made the motion to approve Resolution 01032022-01 to set official meeting dates, Holidays and work days for 2022. Commissioner Tauck seconded the motion. There was no public comment and the motion carried. Commissioner Rosencranz requested Clerk and Recorder Pam Castleberry send out Resolution 01032022-02 to all department heads and employees to remind them that receipts will be required if they want reimbursed for travel.

Commissioner Watkins made the motion to approve Resolution 01032022-02 setting per diem for travel reimbursement and lodging rates for 2022. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

The Commission placed a call to Greg Benjamin of Stahly Engineering, requesting a time line of completion for the Denbury road use assessment. Greg will email the data to the Commission and Dave Anderson of Denbury on Wednesday, January 5, 2022. They can then schedule call in or an in-person meeting after receiving the report. The call ended with Greg.

Commissioner Tauck made the motion to sign letter to Ever Green Landscaping/ Yellowstone Environmental. The letter is requesting clarification of the bill for repair of the sprinkler line between the Courthouse and the new hospital building. Carter County is holding payment until further notice. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

A call was placed to Dahl Memorial CEO Ryan Tooke to check on the progress of needed repairs to the windows, doors and sheetrock of the new hospital. The repairs are scheduled for today and early next week.

The commission requested the door codes so that they may do a walk-through of the old hospital facility.

The meeting recessed for old hospital building walk through and lunch; reconvened at 1 p.m.

Commissioner Watkins made the motion to approve the meeting minutes for 12-30-2021 with corrections. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

The was a work session where the Board reviewed the Comprehensive Capital Improvement Plan (CCIP) and email correspondence.

There being no further business, the meeting adjourned at 2:25 p.m.
