CARTER COUNTY COMMISSION PROCEEDINGS

The Board of Carter County Commissioners met in regular session on Thursday, January 27, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.

The meeting was called to order at 9 a.m.

There was no public comment

DES Coordinator, Georgia Bruski joined the meeting where she and the commission discussed the 911/radio tower meeting held in Baker on January 26, 2022.

Senior Citizens Coordinator Tricia Lovec joined the meeting. She would like to pursue the purchase of a new van for senior transportation. She asked if the County would have to budget for the purchase. The commission suggested that she contact Karen Carroll for information of the steps that she may have taken to update the vehicles in the past.

County Attorney Corbit Harrington and Clerk and Recorder Pam Castleberry joined he meeting. Attorney Harrington commented that he would like to see the re-organization of the Child Intervention and School Safety Team.

The Commissioners and Pam reviewed the application for agricultural exemption from Marguerite Rozelle on her property located at S1/2 sec. 21 T25, R60E. Commissioner Watkins made the motion to approve Mrs. Rozelle’s agricultural exemption. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

The was discussion regarding improvements and repair to Highway 7. The Commission requested that Attorney Harrington draft a petition for community members to sign with the goal to request that improvements be made to the road for the safety of all who travel within the County. The Commission will contact Kim Lesh who has been requesting the public contact Montana State representatives and Montana Highway Department.

The commission reviewed job description for custodial position.

The meeting broke for lunch at 11:45 a.m. and reconvened at 1 p.m.

There was a Public Health Board meeting where the Public Health Board by-laws were revised. The by-laws will be reviewed at a Health Board meeting February 14, 2022.

There was also discussion of credit card purchases by Carter County Departments. Georgia requested that all receipts be turned into her by the 15th of each month. There was a discussion of all Departments have a credit card. There was no action taken by the board.

The Commission called Dave Anderson of Denbury Resources where they scheduled a meeting for February 28, 2022 at 11:30 to review road use assessment and finalize the road use agreement.

The board discussed writing a new job description for the custodial position, adding a list of duties required for the position. The description can be presented at a later date.

There being no further business, the meeting adjourned at 3:50 p.m.

The Board of Carter County Commissioners met in regular session on Monday, January 31, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.

The meeting was called to order at 9 a.m.

There was no public comment

County Maintenance Bob Jacobs joined the meeting to let the commission know that the elevator at the courthouse needed reset. Bob talked to The Otis repair technician as the rerest didn’t fix the problem. The technician will be here tomorrow to see what they need for supplies and parts and then schedule the repairs.

Bob also updated the Board on the issues with the old hospital boiler. He has turned down the pressure which has affected the amount of heat in the clinic area. He and the hospital maintenance staff will monitor the building. Bob will start changing the locks at the Carter County Event center this week.

The commission approved payroll in the amount of $217,246.38 and claims in the amount of $161,279.41.

Commissioner Watkins made the motion to approve the January 18, 2022 meeting minutes with corrections. Commissioner Tauck seconded the motion. There was no public comment and the motion carried unanimously.

The commission placed a call to Andrea Kenney of Great Western Engineering with questions about the documents sent for signature to the Commission. The documents are from the State and Local Fiscal Recovery funds (SLFRF) application. The County will receive the funds and pass them on to The Town of Ekalaka for the watermain replacement project. Commissioner Tauck made the motion to sign the SLFRF pass through paperwork with the Town of Ekalaka. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

The meeting broke for lunch at 12:50 and reconvened at 1 p.m.

Commissioner Watkins left the meeting.

Kurt Hansen, Sioux District Ranger joined the meeting to present an overview of the Custer Gallatin Land Management Plan. Discussion included Drought plan, fuels work and wilderness study areas as well as funding. The Forest Service is slowly working to upgrade visitor areas and infrastructure in the District. Kurt left the meeting.

The Board studied the Stahly Engineering road use assessment.

There was discussion of Highway 7 maintenance and repair and the possibility of a petition.

There being no further business, the meeting adjourned at 4 p.m.
