CARTER COUNTY COMMISSION PROCEEDINGS

The Board of Carter County Commissioners met in regular session on Thursday, June 23, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.

The meeting was called to order at 9 a.m.

There was no public comment

The commission placed a call to Terri Lindberg to clarify the gravel haul on the South end of the Cottonwood Creek Road.

Bob Jacobs, County maintenance joined the meeting to let the commission know that he will be replacing the lighting in the courthouse with LED fixtures.


Public Health Officer discussion - Commissioner Tauck made the motion to run an ad for 2 weeks in the Eagle and Fallon County Times for the position of Public Health Officer. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

Fish Wildlife and Parks Land grant letter for the Keith Ranch. County Attorney Corbit Harrington will draft a letter for the Commission to sign On June 30, 2022.

Commission proceedings - the commission reviewed the minutes from June 13, 2022. They requested additional corrections and will review again at the next meeting.

Courthouse Custodial hire - Discussed starting wage for County Custodian.


The commissioners reviewed emails and correspondence.

The meeting adjourned for lunch at 12 p.m. and reconvened at 1 p.m.

The commission reviewed the Public Health Officer help wanted ad.

Clerk and Recorder Pam Castleberry presented Budget review of funds that have no managers.

Great West ARPA funding and Budget reviewed Counties obligations. The Town of Ekalaka obligations. How invoices are going to work.

The commission had Deputy Clerk and Recorder Judy Wright send an email to Dahl Memorial CEO about the removal of Dahl’s property from the Old Hospital Building.

There being no further business, the meeting adjourned at 4 p.m.

The Board of Carter County Commissioners met in regular session on Thursday, June 30, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.

The meeting was called to order at 9 a.m.

There was no public comment

The commission reviewed payroll in the amount of $244,767.59 and claims in the amount of$ 397,082.99.


Commissioner Tauck made the motion to sign the Jennsen opioid Settlement signature page for the 2nd amendment of the MOU. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

Bob Jacobs, County maintenance joined the meeting to let the commission know that he will be replacing the lights in the commission chambers before the meeting next week. He has noticed issues with the elevator and may have Otis back to check into the issue.

Road and Bridge Superintendent Carl Knapp joined the meeting to discuss plans to gravel the Old Plevna RD. He would like to purchase crushed gravel from Wyrick Construction. This would save miles and fuel on the County trucks if they hauled from Lu’s pit. They will discuss the plan further at the next meeting.


Clerk and Recorder Pam Castleberry and Deputy Clerk and Recorder Judy Wright joined the meeting. Judy requested the commission approve an addition warrant in the amount of $360.00 payable to Tracey Walker to pay the difference in the first warrant that was incorrect. Commissioner Tauck made the motion to approve the payment of $360.00 to Tracey Walker. Commissioner Watkins seconded the motion. There was no public comment and the motion carried unanimously.

Commissioner Watkins made the motion to approve the Fish Wildlife and Parks Conservation Easement letter for the Keith Ranch. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

The commission discussed replacing their I-Pads. Pam has requested quotes from DIS Technologies on replacements.

Pam reviewed the Budget - 4000 funds are set up and will be funded according to the auditor and with commission approval. The commission requested capital improvement funds for the Bridge fund as there are several bridges that will require maintenance and repair in the next year.

The meeting broke for lunch at 12 p.m. and reconvened at 1 p.m.

Dahl Memorial Quarterly reports and Fire Life Safety Survey presented by Ryan Tooke, Dahl Memorial CEO. Guests included DES coordinator Georgia Bruski and Deputy Clerk and Recorder Judy Wright.

Ryan updated the commission on Dahl Memorial plans for team building and education for staff. There has been an increase in patient care and swing bed use. Dahl has a staff of 5 providers with two in the clinic at all times. The Fiscal year plan 2022-2023 is complete. Dahl has plans to schedule the Health Fair in one week as well as coordinate with Public Health on childhood vaccinations.

The re-survey was completed June 29, 2023 and Dahl Memorial has passed inspection with the fire, Life, Safety review. Dahl Memorial is working on all the updates that they can and will meet with contractors and Stahly Engineering July 5th regarding required updates and repairs needed to comply.

There was discussion regarding Dahl Memorial taking over ownership of the ambulances. The vehicles are currently owned by Carter County. The EMT service is run by Dahl Memorial.

Ryan requested an extension of 30 days to remove the remaining equipment and supplies from the old hospital building. Commissioner Watkins made the motion to extend the deadline for removal of Dahl Memorial’s possessions from the old hospital building to July 31, 2022. Commissioner Tauck seconded the motion. There was no public comment and the motion carried unanimously.

Ryan will get the specs for the CT machine to the commission so that an appropriate plan for a backup power generator can be made. Ryan and guest left the meeting.

The Carter County Predator Board Contract review with Jeff Tauck. The four contracts are for predator control. The contracts are with Robbie Fix $23,884.00, Mark Huseby - less 400 hrs. $97,200.00, Chad Harrington $6000.00, and Ethan Lindell - Last Howl $23,384.00. Carter County Attorney Corbit Harrington will review the contracts before they are sent to the Contractors. Jeff left the meeting.

Brittani Brence, Carter County Public School secretary joined the meeting to request the County install a gate in the fence at the event center. The school is putting in a fenced play ground for the new daycare. Commissioner Watkins made the motion for a gate to be put in the school side of the fence. The gate will be installed by the school. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

There being no further business, the meeting adjourned at 3 p.m.
