CARTER COUNTY COMMISSION PROCEEDINGS

The Board of Carter County Commissioners met in regular session on Monday, August, 14, 2023 in the Carter County Commission Board meeting room of Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman, Mike Watkins, Vice-Chair, Pamela J. Castleberry, member, was present.

County Maintenance Bob Jacobs stepped into the meeting with an update on repair of Courthouse lawn sprinklers and a request for vacation.

The meeting was called to order at 9 a.m.

Road and Bridge Supervisor Carl Knapp joined the meeting.

Ryan Tooke, Dahl Memorial CEO joined the meeting with a request to have handrails installed at the front entrance of the hospital building. The Commission approved and will cover the cost as they will be a fixture of the property. Ryan left the meeting.

Clerk and Recorder Judy Wright joined the meeting and DES Coordinator Georgia Bruski joined the meeting. Georgia received a quote in the amount of $2,150.00 from DIS Technologies for a replacement computer tower to replace the DES desk top that is not working well. The Commission approved the purchase of the replacement desk top computer.

There were discussions regarding this week’s road crew schedule, request for road maintenance and updates to the road and gravel crushing budgets.

The Road and Bridge Department received applications for the seasonal mowing positions form Clayton Elmore and Lance Barrere. Carl presented their job applications. There was a motion made by Commissioner Watkins to hire Clayton Elmore and Lance Barrere for a seasonal position mowing for the Carter County Road Department. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.

Carl requested permission to change the County Road Department fence to a 5ft with two rolling gates. The total bid from Bruski Fencing was $26,000.00. The commissioners approved the changes to the proposed fence.

Carl requested a quote from Direct Electric to hook up the 375 KW PTO powered generator at the Road Department buildings.

Commissioner Watkins made the motion to approve the invoice for the evaluation for the new hospital by Don’s Electric. Commissioner Castleberry seconded the motion. There was no public comment and the motion was approved unanimously.

There was a call placed to ADAAPTA for an update on the Old Hospital building use study. The Commission left a message.

The Commission discussed the activities and turn out of the “Days of 85” County Fair.

Clerk and Recorder Judy Wright stepped into the meeting to inquire about the funds to be used to pay for the Don’s Electric Invoice. The Commission requested the funds be taken from Dahl Capital Improvement fund 4101.

Commissioner Watkins made the motion to approve the Commission proceedings from August 07, 2023. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.

Commissioner Watkins made the motion to accept the proposal from Don’s Electric for generator upgrade at the new hospital. Commissioner Castleberry seconded the motion. There was no public comment and the motion carried.

County Attorney Corbit Harrington joined the meeting to discuss the Hospital generator project and the proposals for the project.

There being no further business, the meeting adjourned at 12:35 p.m.

The Board of Carter County Commissioners met in regular session on Monday, August, 21, 2023 in the Carter County Commission Board meeting room of Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Chairman, Mike Watkins, Vice-Chair, Pamela J. Castleberry, member, was present.

The meeting was called to order at 9 a.m. There was no public comment.

The commission discussed bridge replacement and road signage. Hackberry Creek bridge is on the list of replacement.

Public Health Nurse Trish Laughlin called into the meeting with an update on the Credentialing and Medicare/ Medicaid billing for Carter County Public Health. Deputy Clerk and Recorder/Health Board Secretary Dana Eshelman joined the meeting. The Health Department has been working with Rocky Mountain Health Network to complete the paperwork required to set the program in motion. This will require the signature of either the Chairman of the Health Board or the County Commission. Trish will contact Rocky Mountain Health to schedule a call to clarify the designated signee. The call ended with Trish.

Dana spoke about Election administrator training in which there may be a need to update the County website domain and the email accounts.

Dana also presented the preliminary information on the new credit card account for the County departments. The Commission agreed to one credit card per department with $1,000.00 limit per card that could be increased when needed for a larger purchase by contacting the Clerk and Recorders office. The travel per diem would not been charged on the cards. It would be reimbursed as per state rates. Dana left the meeting.

The commission signed and sent SRS funding forms.

There being no further business the meeting adjourned at 12:20 p.m.
