CARTER COUNTY COMMISSION PROCEEDINGS

The Board of Carter County Commissioners met in regular session on Friday, July 29, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.

Chairman Steve Rosencranz called the meeting to order at 9:00 am.

Carter County Maintenance Bob Jacobs joined the meeting. He corrected issues with the elevator. He has started using the newer John Deere mower as the old one is locked up. It has 2000 hours.

NewFeilds has completed the inspection and sampling at the old hospital building the end of last week.

There are two newer toilets in the old hospital building that Bob requested permission to install in the museum to replace 2 older toilets. The commission approved. Bob left the meeting.

The commission reviewed, signed and approved claims in the amount of $272,927.59 and payroll in the amount of $255,377.83. Deputy Clerk and Recorder presented reissued claims for last checks.

Carter County Attorney Corbit Harrington joined the meeting.

Commissioner Watkins made the motion to approve the meeting minutes for June 14, 2022 and June 18th, 2022. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

Public Health Nurse Trish Loughlin called into the meeting to discuss deliverables and grant funds and over time of Public Health employees. The commission requested clarification of the usage for the Work Force Task Order.

The meeting broke for lunch at 12:00 and reconvened at 1:00 pm.

The commission was joined by Clerk and Recorder Pam Castleberry and Road and Bridge Supervisor Carl Knapp for the Budget Amendment hearing. Commissioner Watkins made the motion to approve the budget appropriations for fund 2894 State Allocated Federal Mineral Royalty in the amount of $6,107.29 and the DNRC Fire Assistance Fund number 2865 - over spent by $796.10, for increase in supplies. Commissioner Tauck seconded the motion. There was no public comment and the motion carried. Pam and Carl left the meeting.

Bob Jacobs County maintenance stopped into the meeting to let the commission know that the heat Pump in the Attorneys office is not working. Precision Mechanical will be here August 8, 2022 at the earliest for the repair.

Clerk and Recorder Pam Castleberry and Deputy Clerk and Recorder Judy Wright joined the meeting for the discussion and review of the Human Resources position. The commission requested a job description for the position.

State Brand Inspector Jacob Eshelman joined the meeting to request the commission approve the Scale yards known as the Funk yards with the state Livestock Department as an approved shipping point. Jacob stated that the yards are known by several names locally and he would like to clarify the name with the County and the State to streamline filing inspection reports. He will meet with the commission August 8, 2022, after speaking to the owners of the scale yards.

The Board of Carter County Commissioners met in regular session on Monday, August 01, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair and Mike Watkins, Member; were present.

The meeting was called to order at 9:00 and there was no public comment.

160 Caterpillar Road grader bid opening- guests Road Supervisor Carl Knapp, Dana from RDO Rapid City, SD. and Truman Neprud of Tractor and Equipment of Billings Mt.

RDO bid $430,836.00 trade in $158,000.00 = $272,836.00. Tractor and Equipment bid $459,025.53 trade in $128,000.00 = $331,025.53. Carl will review the specs of both bids and the final award will be August 08, 2022 at 9:30.

Mark Wright joined the joined the meeting to request changes in the contract for the repair of the Carter County Museum storage building, including Deadline for completion to October 30, 2022 and the addition of a County Contact person.

Dell Dauge did not attend the meeting. He did however speak to commissioner Rosencranz before the meeting where he requested the option to lease the old airport property from the County. The commissioners requested that and ad be placed for lease of the property.

County Maintenance Bob Jacobs joined the meeting with a maintenance up date. Dahl Memorial has canceled the fire suppression contract for the old hospital building. There was discussion regarding the turning off the utilities and changing the locks. The commission may look into installing a small boiler to heat a portion of the building. Bob left the meeting.

Public Health personnel meeting: Public Health manager Stefanie Harrington, Corbit Harrington, County Attorney, Pam Castleberry, Clerk and Recorder joined the meeting. Kirstie Nelson, Public Health nurse, called into the meeting.

There was a discussion of the Work Force Development grant, including designated usage of the funds and disbursement date. Commissioner Rosencranz requested clarification of usage from DPHHS in writing.

There were questions regarding missed deadlines on grants and deliverables. Stefanie stated that they know that this grant is being discussed and there is an automatic 60-day extension given by DPHHS.

Stefanie stated that she submitted the PHEP Deliverable on line July 14th at 3:03 pm. The document did not go through as it should so she reached out to several people from DPHHS, including Luke, Terry Ray, Taylor Curry and Kevin O’ Laughlin. The Maternal Health and Child Block grant was sent in a day early.

The commission recommended that the Public Health Department CC email each other when grants and submittals are completed.

Commissioner Watkins made the motion to apply for the Work Force Task Order# 23-07-1-01-106-0 with written confirmation on usage of the funds. Commissioner Rosencranz seconded the motion. There was no public comment and the motion carried.

Kirstie has reached out to an individual that is interested in the position of Public Health Officer and should have an application returned to the County today.

There is an old container used for emergency dispense of supplies for Public Health that was stored in the old hospital building. Stefanie will inventory the contents and then a decision can be made on what to do with the container. The Public Health Personnel meeting ended.

The commission requested that the status of the commissioners new I pad or laptops. Pam will request an updated quote to include I-pads.

The commissioners checked in with Savannah Ashbrooke, County Custodian. She finds that the job is going well. Clerk and Recorder Pam Castleberry will provide a Job description to Savannah.

The commission received the 2022-2023 letter of certified taxable value from the Montana Department of Revenue.

The Board of Carter County Commissioners met in regular session on Monday, August 08, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Steve Rosencranz, Chairman; and Mike Watkins, Member; were present. Rod Tauck, Vice Chair was absent.

The meeting was called to order at 9:00 and there was no public comment.

County Maintenance Bob Jacobs joined the meeting to discuss the fire suppression system at the old hospital building. The monitoring system subscription was discontinued but the compressor and the alarm are still on. The Commission called Darrell Abby, State Building inspector who suggested they call George Lane State Fire Inspector. Inspector Lane recommended that system be winterized and not used unless the building is occupied.

State Brand Inspector Jake Eshelman joined the meeting regarding the official name and designation of the Scale yards. Commissioner Watkins made the motion to accept the name change of The Funk Scale yards to Ekalaka Scales and designate it as an official shipping point in the County. Commissioner Rosencranz seconded the motion. There was no public comment and the motion carried unanimously.

Road and Bridge Supervisor Carl Knapp joined the meeting for the final bid award of the road grader. Carl found that all the specs where in place on the bids. Commissioner Watkins made the motion to award the bid to RDO of Rapid City, S.D. with a bid of $272,836.00. Commissioner Rosencranz seconded the motion. There was no public comment and the motion carried.

Commissioner Watkins made the motion to approve the meeting minutes from the July 29, 2022 and the August 01, 2022 meeting. Commissioner Rosencranz seconded the motion. There was no public comment and the motion carried.

Attorney Harrington joined the meeting.

The commission placed a call to Shelli Isle Eastern Montana Brownfield Coalition (EMBC) requesting status of the project inspection and plans going forward. They left a message. They then placed a call to Greg Davis EPA project manager. He hasn’t received the seconded inspection report yet. All of the information he would receive would come from EMBC.

The commission reviewed the Old airport property lease agreement.

There was discussion about the need for a county wide burn ban. The Commission placed a call to Sheriff Neil Kittlemann. Sheriff Kittlemann doesn’t plan to issue a burn ban. He is pleased that the local residents are using the County Permit system.

The Commission called Scott Cromwell Slate Architecture, for an update on Generator project for the new hospital. Commissioner Rosencranz signed Slate’s proposal agreement and it was emailed back to Scott. He will call back with an update when he has more information.
