    The groundbreaking ceremony for the new Dahl Memorial Healthcare facility was held on September 6. Since then, Ekalaka has received 5.34 inches of moisture, and several inches of snow. The majority of that snow came on October 10, when 5 inches fell. So far this October, twenty days have seen temperatures below freezing.     Department of Public Health and Human Services (DPHHS) officials have identified the state’s first death associated with the national outbreak of e-cigarette use, or vaping. DPHHS officials say the case involves an individual in their late teens with a history of vaping.     Carter County High School will be the site of a Veterans Day Program on Monday, November 11. The program will start at 2 p.m. with a light social hour. Coffee, tea and snacks will be available for veterans and their families.     The Montana Association of Clerk and Recorders (MACR) and the Commissioner of Political Practices (COPP) want to remind voters that all hand-delivered ballots must be delivered by November 5 and that any person who delivers a ballot on behalf of another voter must comply with BIPA (Ballot Interference Prevention Act) regulations.     Nearly 400 hunters came through three check stations set up around FWP Region 7 on Sunday during the opening weekend of big game season. Overall, traffic and harvest numbers were down from 2018, but many still managed to harvest something on a very cold, blustery day punctuated by snow.     A four hour driver safety course will be held at the Carter County Senior Citizens Center on Monday, November 18. The course will be taught by Carole Carey. Those who participate will receive a workbook, watch videos and have a discussion on driver safety. The course is geared for drivers at least 55 years of age.
