    Twelve Montana counties have officially founded the Big Sky Passenger Rail Authority to advocate for the return of passenger rail service across southern Montana. The finalized joint resolution, fully executed this week, seals the commissioner actions and provides for the appointment of one representative from each county to serve on the authority.     As of Tuesday, December 1, Montana reports a cumulative total of 63,205 confirmed COVID-19 cases, including 1,015 new cases since yesterday, 16,157 active cases, and 46,350 people considered recovered. State officials also report that 2,680 of the cases have resulted in hospitalizations, with 495 patients currently hospitalized.     A group of community members has put in the legwork to put on a Christmas tree lighting ceremony in Ekalaka.
